In the Wake of Empire examines the personalities, institutions, political culture, and geostrategic concerns that shaped the foreign policy of the anti-Bolshevik governments and attempts to define the White movement through them. Additionally, Shmelev provides a fascinating psychological study of the factors that ultimately doomed the White effort: an irrational and ill-placed faith in the desire of the Allies to help them, and wishful thinking with regard to their own prospects that obscured the reality around them.

At that time, money was issued not only by the official authorities, such as the Imperial Government, the Provisional Government, and, later, the Bolshevik Government, but also by Generals Denikin, Wrangel, and Yudenich, Admiral Kolchak, Atamans Semyonov and Petliura, Hetman Skoropadskyi, and many other great and small rulers of Russia. Russian money was manufactured in Great Britain, Germany, Sweden, and the United States. To some degree, money served as a manifesto of the issuing government, reflected in the various symbols depicted on the banknotes. Using new archival data, this book expands and, in a number of cases, revises the well-established view of the daily life of people during the Revolution, and dispels the settled myth about how the natural economy prevailed in the years of the Russian Civil War. The book presents unique illustrations taken from the author’s private collection: the “Romanov” banknotes; postage stamps used as currency; “Duma” money; and 1917 banknotes known as “kerenkies”, “morzhovkies”, “tchaikovkies”, “Northern rubles”, “krylatkies”, “rodzyankies”, “the Don rubles”, and “kolchakovkies”. Some of these banknote designs were made by well-known Russian artists, such as Ivan Bilibin, Sergey Chekhonin, and Georgy Narbut. Drawing on previously unavailable American and Russian archival material, David Foglesong chronicles both sides of this secret war and reveals a new dimension to the first years of the U.S.-Soviet rivalry. Foglesong explores the evolution of Wilson's ambivalent attitudes toward socialism and revolution before 1917 and analyzes the social and cultural origins of American anti-Bolshevism. Constrained by his espousal of the principle of self-determination, by idealistic public sentiment, and by congressional restrictions, Wilson had to rely on secretive methods to affect the course of the Russian Civil War. The administration provided covert financial and military aid to anti-Bolshevik forces, established clandestine spy networks, concealed the purposes of limited military expeditions to northern Russia and Siberia, and delivered ostensibly humanitarian assistance to soldiers fighting to overthrow the Soviet government. In turn, the Soviets developed and secretly funded a propaganda campaign in the United States designed to mobilize public opposition to anti-Bolshevik activity, promote American-Soviet economic ties, and win diplomatic recognition from Washington.

Yet much of the narrative reads like a personal diatribe bracketed by national polemics. The author clearly has an ax to grind with the Armenian population of the South Caucasus and his tone does far more to distract the reader from the content of his story than to promote his thesis. For example: "Resettled in the South Caucasus in the mid-nineteenth century, Armenians brought carnage, ethnic and religious discrimination, and hatred. Today, they continue to maintain this policy." Such wildly broad and unsupported hyperboles will mislead the lay reader and vex the expert.

The major anti-Bolshevik force was the White Army, whose leadership consisted of former officers of the Russian imperial army. In the received—and simplified—version of this history, those Jews who were drawn into the political and military conflict were overwhelmingly affiliated with the Reds, while from the start, the Whites orchestrated campaigns of anti-Jewish violence, leading to the deaths of thousands of Jews in pogroms in the Ukraine and elsewhere. In Russian Jews Between the Reds and the Whites, 1917-1920, Oleg Budnitskii provides the first comprehensive historical account of the role of Jews in the Russian Civil War. According to Budnitskii, Jews were both victims and executioners, and while they were among the founders of the Soviet state, they also played an important role in the establishment of the anti-Bolshevik factions. He offers a far more nuanced picture of the policies of the White leadership toward the Jews than has been previously available, exploring such issues as the role of prominent Jewish politicians in the establishment of the White movement of southern Russia, the "Jewish Question" in the White ideology and its international aspects, and the attempts of the Russian Orthodox Church and White diplomacy to forestall the establishment of a Jewish state in Palestine. The relationship between the Jews and the Reds was no less complicated. Nearly all of the Jewish political parties severely disapproved of the Bolshevik coup, and the Red Army was hardly without sin when it came to pogroms against the Jews. Budnitskii offers a fresh assessment of the part played by Jews in the establishment of the Soviet state, of the turn in the policies of Jewish socialist parties after the first wave of mass pogroms and their efforts to attract Jews to the Red Army, of Bolshevik policies concerning the Jewish population, and of how these stances changed radically over the course of the Civil War.
