This district was in the charge of Lieut. Col. Chas. J. Allen, Corps of Engineers. 1. Potomac River at Washington, D. C.—The Potomac River is navigable for vessels, both steam and sail, from its mouth to George¬ town, D. C., a distance of 113 miles. At Washington it changes its character from a distinctly fluvial to a tidal stream. The tide rises as far up as Little Falls, 3 miles above Georgetown, but the flood current is not perceptible above the latter. The mean range of tides at Washington i^ 3 feet. At Little Falls, the actual head of navigation, the width of the river at low tide is 150 feet. The width just above the Aqueduct Bridge, which crosses the river at Georgetown, is about 1,200 feet. Below this bridge, along the water front at Georgetown, the width of the river gradually decreases for a distance of one-half mile to the foot of Thirty-first street, where the width is 730 feet. This part of the river is known as Georgetown Harbor, and its navigation was formerly obstructed by several dangerous rocks, which were removed in 1876 and 1883-1885. C.—Before the commencement of this improvement the channel to Georgetown, D. 0., was narrow and crooked, and had not sufficient depth to meet the needs of commerce. Vessels drawing 16 feet frequently grounded at high tide above Long Bridge, and frequent dredging was necessary to maintain even this depth. The channel was of insufficient width, as the appropri¬ ations for dredging were too small to provide for more than a narrow cut through the bar. The Washington Channel was narrow and slioal and inadequate to the wants of commerce. Extensive mud fiats existed along the city front from Observatory Hill to a point opposite the arsenal. Below Long Bridge these fiats were separated from the city front by the Washington Channel. The greater portion of these fiats was exposed at low tide and covered at high tide with water polluted by the sewage of the city. At the foot of Seventeenth street AW. a large sewer discharged directly upon the flats. These conditions rendered a portion of the city almost uninhabitable. By act pass

Livestock, Anderson writes, were a central factor in the cultural clash between colonists and Indians as well as a driving force in the expansion west. Swanson, congressman, governor, senator, and secretary of the navy, extended from the second administration of Grover Cleveland into that of Franklin Roosevelt. His record, writes Henry C. Ferrell, Jr., in this definitive biography, is that of "a skillful legislative diplomat and an exceedingly wise executive encompassed in the personality of a professional politician." As a congressman, Swanson abandoned Cleveland's laissez faire doctrines to become the leading Virginia spokesman for William Jennings Bryan and the Democratic platform of 1896. His achievements as a reform governor are equaled by few Virginia chief executives. In the Senate, Swanson worked to advance the programs of Woodrow Wilson. In the 1920s, he contributed to formulation of Democratic alternatives to Republican policies. In Roosevelt's New Deal cabinet, he helped the Navy obtain favorable treatment during a decade of isolation. The warp and woof of local politics are well explicated by Ferrell to furnish insight into personalities and events that first produced, then sustained, Swan-son's electoral success. He examines Virginia educational, moral, and social reforms; disfranchisement movements; racial and class politics; and the impact of the woman's vote. And he records the growth of the Hampton Roads military-industrial complex, which Swanson brought about. In Virginia, Swanson became a dominant political figure, and Ferrell's study challenges previous interpretations of Virginia politics between 1892 and 1932 that pictured a powerful, reactionary Democratic "Organization," directed by Thomas Staples Martin and his successor Harry Flood Byrd, Sr., defeating would-be progressive reformers.
