Book excerpt: In the 19th century, religious institutes (orders and congregations) underwent an unprecedented revival. As partners in a large-scale religious modernisation movement, they were welcomed by the Roman Catholic Church in its pursuit of a new role in society (especially in the educational and health-care sectors). At the same time, the Church also deemed it necessary to keep their spectacular growth in check. Until the 1960s religious institutes played an important role both in society at large as well as within the church (for example, at the level of the missions, liturgy and art). Yet, relatively little research has been done on their development either in ecclesiastical or in broad cultural history. As a basis for further study, The European Forum on the History of Religious Insitutes in the 19th and 20th Centuries offers this study of the historiography of religious institutes and of their position in civil and canon law.

Economic historians tend to see apprenticeship as a purely economic phenomenon, as an 'incomplete contract' in need of legal and institutional enforcement mechanisms. The contributors to this volume have adopted a broader perspective. They regard learning on the shop floor as a complex social and cultural process, to be situated in an ever-changing historical context. The results are surprising. The authors convincingly show that research on apprenticeship and learning on the shop floor is intimately associated with migration patterns, family economy and household strategies, gender perspectives, urban identities and general educational and pedagogical contexts. Bert De Munck is Lecturer in the Department of History at the University of Antwerp, Belgium, where he teaches social and economic history of the early modern period, history and social theory, and European ethnology and heritage. His research focuses on the history of craft guilds, 'social capital' and vocational education. Steven L. Kaplan is Professor of European History at Cornell University. What accounts for the exclusions and disciplinary features of social programs? How are elite and popular conceptions of social reality related to welfare policies? George Steinmetz approaches these and other issues by exploring the complex origins and development of local and national social policies in nineteenth-century Germany. Generally regarded as the birthplace of the modern welfare state, Germany experimented with a wide variety of social programs before 1914, including the national social insurance legislation of the 1880s, the "Elberfeld" system of poor relief, protocorporatist policies, and modern forms of social work. Imperial Germany offers a particularly useful context in which to compare different programs at various levels of government. Looking at changes in welfare policy over the course of the nineteenth century, differences between state and municipal interventions, and intercity variations in policy, Steinmetz develops an account that focuses on the specific constraints on local and national policymakers and the different ways of imagining the "social question." Whereas certain aspects of the pre-1914 welfare state reinforced social divisions and even foreshadowed aspects of the Nazi regime, other dimensions actually helped to relieve sickness, poverty, and unemployment. Steinmetz explores the conditions that led to both the positive and the objectionable features of social policy. The explanation draws on statist, Marxist, and social democratic perspectives and on theories of gender and culture.

Translations barely penetrate the meaning of the word, which has provided the emotional and ideological common ground for a variety of associations and individuals devoted to the cause of local preservation. Celia Applegate examines at both the national and regional levels the cultural meaning of Heimat and why it may be pivotal to the troubled and very timely question of German identity. The ideas and activities clustered around Heimat shed new light particularly on problems of modernization. Instead of viewing the Germans as a dangerously anti-modern people, Applegate argues that they used the cultivation of Heimat to ground an abstract nationalism in their attachment to familiar places and to reconcile the modern industrial and urban world with the rural landscapes and customs they admired. Primarily a characteristic of the middle classes, love of Heimat constituted an alternative vision of German unity to the familiar aggressive, militaristic one. The Heimat vision of Germany emphasized cultural diversity and defined German identity by its internal members rather than its external enemies. Applegate asks that we re-examine the continuities of German history from the perspective of the local places that made up Germany, rather than from that of prominent intellectuals or national policymakers. The local patriotism of Heimat activists emerges as an element of German culture that persisted across the great divides of 1918, 1933, and 1945. She also suggests that this attachment to a particular place is a feature of Europeans in general and is deserving of further attention.
