Book excerpt: This work lists occupants, owners, types and dimensions of buildings, tract names, acreage, and number of slaves. It helps replace the nonexistent 1800 census of Baltimore County. It includes the 1804 tax list for precincts surrounding Baltimore City. Early in July 1798, Congress passed a law which came to be known as the "window tax." Commissioners in each state were to divide the states into districts, and collect data on the valuation of lands and dwelling houses and the counting of the slaves. For dwelling houses the commissioners were to specify their situation, their number of stories, the number and dimensions of the windows (hence the nickname), and the materials of which the houses were built. When the commissioners for Maryland had completed their task they had compiled a three part record series. The second part of the list was a "Particular Assessment List" giving dimensions of dwellings, outbuildings, and land as of October 1, 1798. This volume contains the information found in the second part of the tax list, for Baltimore County (exclusive of Baltimore Town), plus the information for the three hundreds in Frederick County that later made up Carroll County. In addition, names from the "precincts" surrounding Baltimore Town were garnered from an 1804 tax list. In some cases when the Particular list was missing, names were drawn from the General list. Book excerpt: In Hirelings, Jennifer Dorsey recreates the social and economic milieu of Maryland's Eastern Shore at a time when black slavery and black freedom existed side by side. She follows a generation of manumitted African Americans and their freeborn children and grandchildren through the process of inventing new identities, associations, and communities in the early nineteenth century. Free Africans and their descendants had lived in Maryland since the seventeenth century, but before the American Revolution they were always few in number and lacking in economic resources or political leverage. By contrast, manumitted and freeborn African Americans in the early republic refashioned the Eastern Shore's economy and society, earning their livings as wage laborers while establishing thriving African American communities. As free workers in a slave society, these African Americans contested the legitimacy of the slave system even while they remained dependent laborers. They limited white planters' authority over their time and labor by reuniting their families in autonomous households, settling into free black neighborhoods, negotiating labor contracts that suited the needs of their households, and worshipping in the African Methodist Episcopal Church. Some moved to the cities, but many others migrated between employers as a strategy for meeting their needs and thwarting employers’ control. They demonstrated that independent and free African American communities could thrive on their own terms. In all of these actions the free black workers of the Eastern Shore played a pivotal role in ongoing debates about the merits of a free labor system.

But as Stephen Whitman demonstrates, the truth was far more complex, especially in border states where manumission was much more common. Whitman analyzes the economic and social history of Baltimore to show how the vigorous growth of the city required the exploitation of rural slaves. To prevent them from escaping and to spur higher production, owners entered into arrangements with their slaves, promising eventual freedom in return for many years' hard work. The Price of Freedom reveals how blacks played a critical role in freeing themselves from slavery. Yet it was an imperfect victory. Once Baltimore's economic growth began to slow, freed blacks were virtually excluded from craft apprenticeships, and European immigrants supplanted them as a trained labor force.
