Book excerpt: The story of Spain during World War II has largely been viewed as the story of dictator Francisco Franco's foreign diplomacy in the aftermath of civil war. Wayne H. Bowen now goes behind the scenes of fascism to reveal less-studied dimensions of Spanish history. By examining the conflicts within the Franco regime and the daily lives of Spaniards, he has written the first book-length assessment of the regime's formative years and the struggle of its citizens to survive. Bowen argues that the emphasis of previous scholars on Spain's foreign affairs is misplaced-that even the most pro-Axis elements of Franco's regime were more concerned with domestic politics, the potential for civil unrest, and poverty than with events in Europe. Synthesizing a wide range of Spanish-language scholarship and recently declassified government documents, Bowen reveals how Franco's government stumbled in the face of world war, inexperienced leaders, contradictory political ideology, and a divided populace. His book tells the dramatic story of a six-year argument among the general, the politicians, and the clerics on nothing less than what should be the nature of the new Spain, touching on issues as diverse as whether the monarchy should be restored and how women should dress. Examining the effects of World War II years on key facets of Spanish life-Catholicism, the economy, women, leisure, culture, opposition to Franco, and domestic politics-Bowen explores a wide range of topics: the grinding poverty following the civil war, exacerbated by poor economic decisions; restrictions on employment for women versus the relative autonomy enjoyed by female members of the Falange; the efforts of the Church to recover from near decimation; and methods of repression practiced by the regime against leftists, separatists, and Freemasons. He also shows that the lives of most Spaniards remained apolitical and centered on work, family, and leisure marked by the popularity of American movies and the resurgence of loyalty to regional sports teams. Unlike other studies that have focused exclusively on Spain's foreign affairs during the Second World War, Bowen's work stresses the importance of the home front not only in keeping Spain out of the war but also in keeping Franco in power. He shows that in spite of internal problems and external distractions, Franco's government managed to achieve its goals of state survival and internal peace. As the only single-volume survey of this era available in English, Spain during World War II is a masterful synthesis that offers a much-needed alternative view of the Franco regime during crucial times as it provides a testament to the Spanish people's will to survive.

Facing Fascism: New York and the Spanish Civil War examines the participation of New Yorkers in the political struggles and armed conflict that many historians consider a critical precursor to World War II. Nearly half of the 2,800 Americans who volunteered to fight in the Abraham Lincoln Brigade against Generalissimo Francisco Franco came from the New York area. Fundraising, propaganda, and deployment for anti-fascists everywhere in America were orchestrated through New York City. At the same time, powerful voices in New York expressed sympathy for the pro-fascist side. The fighting in Spain brought to the surface the complex ideological and ethnic identities always present in New York politics. Facing Fascism examines the full range of this experience, including that of the New Yorkers who supported Franco. It addresses the role of doctors, nurses, and social workers who left New York hospitals to provide assistance to the defenders of the Spanish Republic, as well as those who remained active on the home front. The book also describes the involvement of students in the war, the key role of writers and the media, and the contributions made by members of New York's art and theater communities. Facing Fascism also serves as the catalog to an exhibition of the same name appearing at the Museum of the City of New York in the spring of 2007. The book and exhibition both make use of the Abraham Lincoln Brigade Archives' extensive holdings, which range from historical documents to video recordings of oral histories. Numerous other libraries, archives, museums, and private collectors have also been consulted to make this the most complete exhibition of its kind ever mounted. The exhibition will also appear in Spain.

The contemporary visual American experience of war is ubiquitous, and yet war is simultaneously invisible or absent; we lack a lived sense that “America” is at war. This paradox of in/visibility concerns the gap between the experiences of war zones and the visual, mediated experience of war in public, popular culture, which absents and renders invisible the former. Large portions of the domestic public experience war only at a distance. For these citizens, war seems abstract, or may even seem to have disappeared altogether due to a relative absence of visual images of casualties. Perhaps even more significantly, wars can be fought without sacrifice by the vast majority of Americans. Yet, the normalization of twenty-first century war also renders it highly visible. War is made visible through popular, commercial, mediated culture. The spectacle of war occupies the contemporary public sphere in the forms of celebrations at athletic events and in films, video games, and other media, coming together as MIME, the Military-Industrial-Media-Entertainment Network.

Focusing on several major exhibitions organised in the period 1998-2017, the ‘poetics’ (narratives and meaning) and ‘politics’ (institutional power) of Spanish representations of the Philippines are critically examined. Even though Spain’s intention was to offer a fresh and updated look at the Philippines through the events organised, there was also a tendency to refer to and recreate a colonial past, posing important questions about the continuity of conceptions concerning the old Spanish Empire in the 21st Century. Díaz Rodríguez further analyses Spanish cultural policy concerned with cultural promotion outside Spain and, in particular, in the Philippines. He considers the Spanish official approach to cultural exchange in the Philippines and the consequences of particular intercultural events supported by Spanish institutions in the Philippines. This is evidenced by unique data gathered from a number of interviews conducted by the author with Spanish and Filipino artists and cultural workers. His conclusions contribute to the understanding of the transnational movement of culture, including cultural representation, arts funding, and the links between politics and the arts.
