After more than two decades of peacebuilding intervention, widespread popular disappointment by local communities is increasingly visible. Since the early 2010s, difficult conditions have spurred a wave of protest throughout the region. Citizens have variously denounced the political system, political elites, corruption and mismanagement. Rather than re-evaluating their strategy in light of mounting local discontent, international peacebuilding officials have increasingly adopted cynical calculations about stability. This book explains this evolution from the optimism of the mid-1990s to the current state through the analysis of three main phases, moving from the initial ‘rise’, to a later condition of ‘stalemate’ and then ‘fall’ of peacebuilding.

Available in PDF, EPUB and Kindle. Book excerpt: The book is about the peace implementation process in Bosnia-Herzegovina viewed, or interpreted reasonably, as a continuation of war by other means. Twenty years after the beginning of the Dayton peace accords, we need to summarize the results: the author shares the general agreement in public opinion, according to which the process is a failure. Pehar presents a broad, yet sufficiently detailed, view of the entire peace agreement implementation that preserves 'the state of war,' and thus encourages the war-prone attitudes in the parties to the agreement. He examines the political and narratological underpinnings to the process of the imposed international (predominantly USA) interpretation of the Dayton constitution and peace treaty as a whole. The key issue is the – perhaps only semi-consciously applied – divide ut imperes strategy. After nearly twenty years, the peace in document was not translated into a peace on the ground because, with regard to the key political and constitutional issues and attitudes, Bosnia remains a deeply divided society. The book concludes that the international supervision served a counter-purpose: instead of correcting the aberration and guarding the meaning that was originally accepted in the Dayton peace treaty, the supervision approved the aberration and imposed it as a new norm under the clout of 'the power of ultimate interpretation.'

Book excerpt: In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city’s only experience of ethnic conflict in recent years. Indeed, Mostar’s problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brčko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns? Moore argues that a conjunction of four factors explains the contrast in peacebuilding outcomes in Mostar and Brčko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done—that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.

The book underlines the premise that any record of a mass atrocities trial, whether finished or unfinished, establishes a record of past events, contributes to interpretations of a historical period and influences the shaping of collective memory. Available in PDF, EPUB and Kindle. Book excerpt: Why does soft power conflict management meet with variable success over the course of a single mediation? In Nested Security, Erin K. Jenne asserts that international conflict management is almost never a straightforward case of success or failure. Instead, external mediators may reduce communal tensions at one point but utterly fail at another point, even if the incentives for conflict remain unchanged. Jenne explains this puzzle using a "nested security" model of conflict management, which holds that protracted ethnic or ideological conflicts are rarely internal affairs, but rather are embedded in wider regional and/or great power disputes. Internal conflict is nested within a regional environment, which in turn is nested in a global environment. Efforts to reduce conflict on the ground are therefore unlikely to succeed without first containing or resolving inter-state or trans-state conflict processes. Nested security is neither irreversible nor static: ethnic relations may easily go from nested security to nested insecurity when the regional or geopolitical structures that support them are destabilized through some exogenous pressure or shocks, including kin state intervention, transborder ethnic ties, refugee flows, or other factors related to regional conflict processes. Jenne argues that regional security regimes are ideally suited to the management of internal conflicts, because neighbors that have a strong incentive to work for stability provide critical hard-power backing to soft-power missions. Jenne tests her theory against two regional security regimes in Central and Eastern Europe: the interwar minorities regime under the League of Nations (German minorities in Central Europe, Hungarian minorities in the Carpathian Basin, and disputes over the Åland Islands, Memel, and Danzig), and the ad hoc security regime of the post–Cold War period (focusing on Russian-speaking minorities in the Baltic States and Albanian minorities in Montenegro, Macedonia, and northern Kosovo).

The violence escalated to the point of genocide when, over the course of ten days in July 1995, Serbian troops under the command of General Ratko Mladic murdered 8,000 unarmed men and boys who had sought refuge at a UN safe-haven in Srebrenica. Shocked, the United States quickly launched a diplomatic intervention supported by military force that ultimately brought peace to the new nations created when Yugoslavia disintegrated. Peacemakers is the first inclusive history of the successful multilateral intervention in the Balkans from 1995--2008 by an official directly involved in the diplomatic and military responses to the crises.
