Book excerpt: This timely and accessible book is the first to provide a thorough analysis of the 2008 Constitution of Myanmar (Burma) in its historical, political and social context. The book identifies and articulates the principles of the Constitution through an in-depth analysis of legal and political processes and practises, particularly since the 1990s. The core argument of this book is that the 2008 Constitution is crucial to the establishment and maintenance of the military-state. The military-state promotes the leadership role of the military in governance based on a set of ideological commitments and a centralised form of organisation based on the concept of the Union. The book develops this argument by demonstrating how the process of constitution-making and the substance of the 2008 Constitution contribute to its lack of credibility and fuel demands for reform. The vision offered by the 2008 Constitution and its associated institutions has been the subject of fierce contestation, not least, for example, due to concerns over the militarisation of the state. This book is animated by debates over fundamental ideas such as the nature of democracy, the possibility of peace and federalism, the relationship between the executive and the legislature, relations between the Union government and sub-national governments, debates over judicial independence and the oversized role of the Tatmadaw (armed forces). Central to the future of the Constitution and the military-state is the role of the Tatmadaw, which will be a key determinant in any potential shift from the present highly centralised, partly-democratic Union to a federal or decentralised democratic system of governance.

Halla, Hun Joon Kim presents a compelling story of state violence, human rights advocacy, and transitional justice in South Korea since 1947. The "Jeju 4.3 events" were a series of armed uprisings and counterinsurgency actions that occurred between 1947 and 1954 in the rugged landscape around Mt. Halla in Jeju Province, South Korea. The counterinsurgency strategy was extremely brutal, involving mass arrests and detentions, forced relocations, torture, indiscriminate killings, and many large-scale massacres of civilians. The conflict resulted in an estimated thirty thousand deaths—about 10 percent of the total population of Jeju Province in 1947. News of this enormous loss of life was carefully suppressed until the success of the 1987 June Democracy Movement. After concisely detailing the events of Jeju 4.3, Kim traces the grassroots advocacy campaign that ultimately resulted in the creation of a truth commission with a threefold mandate: to investigate what happened in Jeju, to identify the victims, and to restore the honor of those victims. Although an official report was issued in 2003, resulting in an official apology from President Roh Moo Hyun (the first presidential apology for the abuse of state power in South Korea’s history), the commission’s work continues to this day. It has long been believed that truth commissions are most likely to be established immediately after a democratic transition, as a result of a power game involving old and new elites. Kim tells a different story: he emphasizes the importance of sixty years of local activist work and the long history of truth’s suppression.

The concept of the 'Responsibility to Protect' (R2P) has emerged over the past two decades as a principle that could guide states’ efforts to prevent and respond to humanitarian crises. However, R2P's interpretation varies across different regions, and it remains to be established whether it can successfully achieve its goals. This book adopts an interdisciplinary approach to analyse how R2P has been perceived and applied within the Association of Southeast Asian Nations (ASEAN) and China. Book excerpt: According to the final declaration of the 1954 Geneva Conference regarding Vietnam, general elections were to be held in July 1956 that would lead to the reunification of North and South Vietnam. The Geneva Agreement, however, was doomed from the start, as the South Vietnamese leaders did not suscribe to it and the leaders of the Communist North saw its value as primarily a propaganda tool. By 1956 it was obvious to all that reunification in accordance with the agreement was impossible, and the North Vietnamese looked to China for advice and assistance. Based on Vietnamese, Chinese, American and British sources--many only recently made available--this work examines Sino-Vietnamese relations in the early stages of the second Indochina conflict. The progression of the Vietnamese Communists' goals from primarily political to essentially military is traced. It aims to pre sent a comprehensive documentation of literature in all fields of astronomy and astrophysics. Every effort will be made to ensure that the average time interval between the date of receipt of the original literature and publication of the abstracts will not exceed eight months. This time interval is near to that achieved by monthly issued abstracting journals, compared to which our system of accumulating abstracts for about six months offers the advantage of greater convenience for the user. Volume 2 contains literature published in 1969 and received before March 15, 1970; some older lite rature which was received late and which is not recorded in Volume 1 is also included. The authors of papers who have sent us abstracts on request have effectively contributed to the suc cess of our service. We should like to express our gratitude to them.
