The delegates made three demands: for women to be present at all international peace conferences, a women's-only peace conference to be convened alongside any official negotiations, and the establishment of universal suffrage. While these demands went unmet at the time, contemporary women's groups continue to seek participation in peace negotiations and to have language promoting gender equality inserted into all peace agreements. Between 1975 and 2011 about 40% of all conflicts that produced peace agreements resulted in at least one with references to women. Many of these clauses addressed compensation for wartime gender-based violence and guarantees for women's participation in the post-conflict transitional period. Others included electoral quotas and changes to inheritance legislation. Curiously, the language used to address women is near consistent across these agreements, and that is because it reflects international women's rights norms rather than more local norms. Why is it that though a peace agreement's primary objective is to end conflict, some include potentially controversial provisions about gender that might delay or complicate reaching an agreement? Why do these provisions echo international norms rather than local, cultural ones? And which factors make it more likely that women's rights will appear in peace agreements? Windows of Opportunity answers these questions by examining peace negotiations in Burundi, Macedonia, and Northern Ireland along with 195 peace agreements signed between 1975 and 2011. It looks at the key actors involved in lobbying for women's participation, along with their motivations, objectives, and strategies. It also explores the reasons for similarities among the gender provisions.

Ohannes Geukjian shows the most striking characteristic of a protracted internal conflict such as this is its asymmetry and explains that, without meeting basic human needs like identity, recognition, security and participation, resolving any protracted social conflict is very difficult. The Armenian Azerbaijani case demonstrates how official diplomacy may not be able to solve protracted internal conflicts as, without addressing the real causes of the problematic relationship, attempts at peace making will always be sporadic and the space for mutual understanding and compromise shrink. Geukjian shows that conflict transformation has a particular salience in asymmetric conflicts such as this where the goal is to transform unjust relationships and where a high degree of polarisation between the disputants has taken root. Using the Nagorno-Karabakh case, this book focuses on the anatomy and causes of deadlock in negotiations and highlights the many difficulties in achieving a breakthrough.

Book excerpt: In the last decade, disputes between developers and local commu nities over proposed construction projects have led to increasing litiga tion. Environmental legislation, in particular, has greatly enhanced the rights and powers of organized groups that desire to participate in local development decisions. These powers have allowed citizen groups to block undesired and socially unacceptable projects, such as highways through urban areas and sprawling suburban developments. At the same time, these powers have produced a collective inability to construct many needed projects that produce adverse local impacts. Prisons, airports, hos pitals, waste treatment plants, and energy facilities all face years of liti gation before a final decision. At times, prolonged litigation has pro duced especially high costs to all participants. Despite these new powers, citizen action has often been limited to participation in public hearings or adjudicatory proceedings. Typically, this occurs so late in the decision process that citizen input has very little affect in shaping a project's design. Those who dislike some element of a project often have little choice other than to oppose the entire project through litigation.
