Book excerpt: This techno-economic performance review of selected fishing fleets in Europe presents the findings of European country level studies of fishing fleets of Denmark, France, Germany, Italy, Norway, Spain, Turkey and the United Kingdom of Great Britain and Northern Ireland. The review includes financial and economic information of 42 fishing fleet segments, including demersal trawlers, purse seiners, pelagic trawlers, long-liners, coastal fishing vessels using passive gears, pots and traps fishing vessels and small-scale hand-liners. Analysis of the costs and earnings data of 42 of the main fishing fleet segments in Europe in 2016 showed that all types of vessels had a positive gross cash flow. The average net profit margin of the 41 fishing fleet segments analysed was very good with 20 percent. Eighty-five percent of the fleet segments presented positive return on fixed tangible assets (ROFTAs) of 10 percent and higher. However, 38 percent of the fleet segments demonstrated return on investment (ROI) percentages lower than 10 percent. Comparing the 2016 financial and economic performance results with those of some of the same fleet segments included in the 2002-03 review study, it is clear that general fishing fleet performance in Europe improved. All eight countries together saw a decrease in the number of fishing vessels between 2008 and 2016 of 10 percent, from nearly 60 000 to less than 54 000 vessels. Each of the countries also saw a reduction in total fleet capacity in gross tonnage (GT) and kilowatts (kW). The vessel age structure showed an increasing trend for most of the fishing fleet segments.

Book excerpt: This analysis on the impact of COVID-19 on the performance of the EU-27 fishing fleet has been prepared based on the outcomes of the 2020 Annual Economic Report (AER) on the EU Fishing Fleet (STECF, 2020). Economic performance in 2020 is significantly driven by the combined effects of decline in demand and supply chain disruption resulting from the COVID-19 health crisis. Preliminary results indicate a decrease of 17% in landed value in 2020 compared to 2019 estimates. Our estimates suggest that the countries that have been impacted more by the COVID-19 in terms of value of landings (decrease larger than the EU average) are Bulgaria, Sweden, Greece, Romania, Lithuania, Portugal, Latvia, Cyprus and Poland; while Lithuania, Bulgaria, Greece, Romania, France, Portugal, Cyprus and Spain are affected more in terms of profits. Our estimates also suggest that the small-scale coastal fleet (SSCF) has been more impacted than the large-scale fleet (LSF).

However, these remained outside the spotlight of the international community until the turn of this century when the negative effects that fisheries subsidies have on international trade, the environment and sustainable development became increasingly clear. As a result the Doha Round Negotiations set the parameters for an effective fisheries subsidies regime. WTO Members thus embarked in intensive negotiations with the collaboration of various international organizations. These negotiations culminated with publication of the legal text of the Chairman of the Negotiating Group on Rules in 2007 which reflects to a large extent the mandates of the Ministerial Conferences and reconciles the diverse interests of the negotiators. The EU as a major WTO Member and with its own Common Fisheries Policy which has been in effect for a number of years can serve as the basis for comparison and improvement of the proposed regulations.

Book excerpt: In 2014, the EU fishing fleet numbered 81 500 vessels with a combined gross tonnage (GT) of 1.6 million tonnes and engine power of 6.4 million kilowatts (kW). EU fleet capacity has continued to decrease steadily, at an average annual rate of 2% in terms of vessel numbers and engine power (kW) and 3% in terms of gross tonnage (GT). Based on data submitted by Member States under the Data Collection Framework (DCF), there were 63 642 active vessels and 17 860 inactive vessels in 2014. Of the active vessels, 74% were classed as small-scale, 26% large-scale and remaining less than 1%, distant-water vessels. Direct employment generated by the fleet amounted to just under 150 000 fishers, corresponding to 111 140 FTEs. The revenue (income from landings plus other income) earned by the EU fishing fleet in 2014 (excl. Greece) was estimated at €7.25 billion. As in previous years, the major cost items were labour and energy, representing 34% and 22% of total operating costs, respectively. The amount of Gross Value Added (GVA) and gross profit (all excl. subsidies) generated by the EU fishing fleet (excl. Greece) in 2014 was €3.7 billion and €1.6 billion, respectively. GVA as a proportion of total revenue was estimated at 51.5% and gross profit margin at 21.9%. With a total net profit of €770 million for the EU fleet in 2014, 10.6% of the revenue was retained as net profit, up from 7.3% in 2013. This publication includes: 1) An structural and economic overview of the EU fishing fleet in 2014, with projections for 2015-2016, and trend analyses for the years 2008-2014; 2) A regional analysis of the EU fishing fleet by major sea basin: Baltic Sea, North Sea, North East Atlantic, Mediterranean & Black Sea, as well as fleets operating in Other Fishing Regions, including the Northwest Atlantic, Eastern Arctic, Outermost regions and Other regions; 3)A detailed structural and economic overview of each EU Member State fishing fleet, including qualitative economic performance assessments for 2014 and projections for 2015 and 2016 for MS fleets operating in the NE Atlantic, based on the Bio-Economic Model of European Fleets (BEMEF).

Book excerpt: This review of the techno-economic performance of the main global fishing fleets discusses the outcomes from 20 country-level studies of fishing fleets from Africa, Asia, Europe, North and South America. It includes financial, socio-economic and technical information from 103 major (semi-) industrial fishing fleet segments, which are responsible for an estimated 39 percent of marine capture fisheries production worldwide. The analysis of vessel characteristics reveals substantial differences in fishing capacity (in terms of vessel length, tonnage and power) between fleet segments. An increase in the gross tonnage of average vessels was observed in fleet segments also covered in previous reviews. Substantial increases in average length overall and engine power were observed in several Asian fishing fleets. The age structure of the fishing fleets in most regions, except Asia, shows an upward trend. An analysis of the costs and earnings data showed that labour and running costs were the two main cost components for the majority of fleet segments. Ninety-two percent of 97 fleet segments reported a positive net cash flow in the year they were surveyed, in the 2016–2019 period. Net profit margins of 10 percent or more were realized by average fishing vessels in 73 percent of the fleet segments. Returns on investment (ROIs) of 10 percent or higher were realized by 61 percent of the fleet segments. The review also discusses developments in fishing technologies. These developments, along with a general increase in seafood prices, successful fisheries management in some areas, and improved fleet capacity management in Europe and North America, have all contributed to the ongoing, positive financial and economic performance of the main global fishing fleets in recent years.
