Book excerpt: "This U.S. Department of Commerce study responds to a request by Congress to examine market developments and government policies influencing the competitiveness of the United States jet transport aircraft industry. Section 819 of the "Vision 100-Century of Aviation Reauthorization Act" (P.L. 108-176) established the objectives of the study. The report focuses primarily on U.S. and European manufacturers of civil jet transports with 100 seats or more (referred to as large civil aircraft or LCA), as well as of the engines and major subsystems for those aircraft. The report highlights the significant challenges facing the U.S. aerospace industry and the role government policies have on the competitiveness of U.S. industry. U.S. commercial aerospace companies involved in production of LCA have lost significant market share over the last 25 years to their European competitors. The Boeing Company is the only remaining U.S. manufacturer of large civil aircraft (down from three companies in the 1970s), and has laid off nearly a quarter of its work force since September 11, 2001. For the first time in history, in 2003 the European aircraft manufacturer Airbus delivered more commercial aircraft than Boeing and it did so again in 2004. U.S. manufacturers of aircraft engines have experienced similar (albeit less drastic) losses of global market share to their European competitors. U.S. LCA manufacturers also are facing increased competition from Canadian and Brazilian manufacturers of smaller regional jets, which increasingly are being used by airlines on routes traditionally served by large civil aircraft."--P. ix.

Book excerpt: "This report describes and analyzes factors shaping the competitiveness of the U.S. business jet industry during 2006-11, as well as the industry's structure worldwide. The United States has been the leading player in the industry since its inception in the 1960s. Three of the six global business jet producers are headquartered in the United States, while the other producers maintain at least one U.S.-based production activity. However, competition is strong, frequent cutting-edge updates are necessary, and demand is cyclical. During the recent economic downturn, deliveries dropped 57 percent, from a peak of 1,121 aircraft in 2008 to preliminary total of 485 in 2011. This decline largely reflected customers' lower profits and the scarcity of credit, which especially weighed on potential buyers in two segments--very light and light business jets--in which delivers of two U.S.-owned firms and concentrated. At least seven additional U.S. and foreign companies have expressed their intent to enter this industry. U.S. industry officials also indicated that sales and development of business jets were affected by the availability of financing, continued investment in research and development to maintain innovated capability, and the timely certification of business jets to provide state-of-the-art aircraft to the market. Finally, as demand for business jets softened in traditional markets, such as the United States and Europe, it rose in emerging economies, which were less effected by the downturn. This study, prepared by the U.S. International Trade Commission at the request of the U.S. House of Representatives Committee on Ways and Means, focuses on business jets at or below 50,000 pounds maximum takeoff weight."--Abstract.

Book excerpt: In a rapidly changing world, there is an ever-increasing need to monitor the Earth’s resources and manage it sustainably for future generations. Earth observation from satellites is critical to provide information required for informed and timely decision making in this regard. Satellite-based earth observation has advanced rapidly over the last 50 years, and there is a plethora of satellite sensors imaging the Earth at finer spatial and spectral resolutions as well as high temporal resolutions. The amount of data available for any single location on the Earth is now at the petabyte-scale. An ever-increasing capacity and computing power is needed to handle such large datasets. The Google Earth Engine (GEE) is a cloud-based computing platform that was established by Google to support such data processing. This facility allows for the storage, processing and analysis of spatial data using centralized high-power computing resources, allowing scientists, researchers, hobbyists and anyone else interested in such fields to mine this data and understand the changes occurring on the Earth’s surface. This book presents research that applies the Google Earth Engine in mining, storing, retrieving and processing spatial data for a variety of applications that include vegetation monitoring, cropland mapping, ecosystem assessment, and gross primary productivity, among others. Datasets used range from coarse spatial resolution data, such as MODIS, to medium resolution datasets (Worldview -2), and the studies cover the entire globe at varying spatial and temporal scales.

It examines the limits in international law on how states may use private actors, taking the debate beyond the question of whether PMSCs are mercenaries. The authors delve into issues such as how PMSCs are bound by humanitarian law, whether their staff are civilians or combatants, and how the use of force in self-defence relates to direct participation in hostilities, a key issue for an industry that operates by exploiting the right to use force in self-defence. Throughout, the authors identify how existing legal obligations, including under state and individual criminal responsibility should play a role in the regulation of the industry.
