Download or read book Understanding Civil War Africa written by Paul Collier and published by World Bank Publications. This book was released on 2005 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication is part of a two volume set which builds upon previous World Bank research into the causes and characteristics of civil war onset, particularly the model developed by Paul Collier and Anke Hoeffler regarding the relationship between violent political conflict and economic development. This volume considers the variables identified in the Collier-Hoeffler model and applies them to a set of case studies from a range of African countries, and then goes on to trace the process of conflict escalation in order to draw conclusions as to why civil war is likely to occur. The publication seeks to advance theoretical and empirical knowledge of civil war, in order to help further the objective of developing appropriate policy interventions. Another volume with case studies from a range of non-African countries is available separately (ISBN 0821360493).

Download or read book Preventive Defense written by Ashton B. Carter and published by Rowman & Littlefield. This book was released on 2000-09-01 with total page 276 pages. Available in PDF, EPUB and Kindle. Book excerpt: William J. Perry and Ashton B. Carter, two of the world's foremost defense authorities, draw on their experience as leaders of the U.S. Defense Department to propose a new American security strategy for the twenty-first century. After a century in which aggression had to be defeated in two world wars and then deterred through a prolonged cold war, the authors argue for a strategy centered on prevention. Now that the cold war is over, it is necessary to rethink the risks to U.S. security. The A list--threats to U.S. survival--is empty today. The B list--the two major regional contingencies in the Persian Gulf and on the Korean peninsula that dominate Pentagon planning and budgeting--pose imminent threats to U.S. interests but not to survival. And the C list--such headline-grabbing places as Kosovo, Bosnia, Somalia, Rwanda, and Haiti--includes important contingencies that indirectly affect U.S. security but do not directly threaten U.S. interests. Thus the United States is enjoying a period of unprecedented peace and influence; but foreign policy and defense leaders cannot afford to be complacent. The authors' preventive defense strategy concentrates on the dangers that, if mismanaged, have the potential to grow into true A-list threats to U.S. survival in the next century. These include Weimar Russia: failure to establish a self-respecting place for the new Russia in the post-cold war world, allowing it to descend into chaos, isolation, and aggression as Germany did after World War I; Loose Nukes: failure to reduce and secure the deadly legacy of the cold war--nuclear, chemical, and biological weapons in Russia and the rest of the former Soviet Union; A Rising China Turned Hostile: failure to shape China's rise to Asian superpower status so that it emerges as a partner rather than an adversary; Proliferation: spread of weapons of mass destruction; and Catastrophic Terrorism: increase in the scope and intensity of transnational terrorism. They also argue for

Each signal processing algorithm is presented in depth, from the theory to the application, and including extensive explanations on how to use the corresponding toolbox in MATLAB®. In turn, the book introduces various techniques for synthetic signals generation, as well as vibration-based analysis techniques for large data sets. A practical guide on how to directly access data from industrial condition monitoring systems (CMS) using MATLAB® .NET Libraries is also included. Bridging between research and practice, this book offers an extensive guide on condition monitoring algorithms to both scholars and professionals. “Condition Monitoring Algorithms in MATLAB® is a great resource for anyone in the field of condition monitoring. It is a unique as it presents the theory, and a number of examples in Matlab®, which greatly improve the learning experience. Download or read book Breaking the Conflict Trap written by World Bank and published by World Bank Publications. This book was released on 2003-05-30 with total page 195 pages. Available in PDF, EPUB and Kindle. Book excerpt: Civil war conflict is a core development issue. The existence of civil war can dramatically slow a country's development process, especially in low-income countries which are more vulnerable to civil war conflict. Conversely, development can impede civil war. When development succeeds, countries become safer when development fails, they experience a greater risk of being caught in a conflict trap. Ultimately, civil war is a failure of development. 'Breaking the Conflict Trap' identifies the dire consequences that civil war has on the development process and offers three main findings. First, civil war has adverse ripple effects that are often not taken into account by those who determine whether wars start or end. Second, some countries are more likely than others to experience civil war conflict and thus, the risks of civil war differ considerably according to a country's characteristics including its economic stability. Finally, Breaking the Conflict Trap explores viable international measures that can be taken to reduce the global incidence of civil war and proposes a practical agenda for action. This book should serve as a wake up call to anyone in the international community who still thinks that development and conflict are distinct issues.

Download or read book A World Transformed written by George H. W. Bush and published by Vintage. This book was released on 2011-12-07 with total page 626 pages. Available in PDF, EPUB and Kindle. Book excerpt: It was one of the pivotal times of the twentieth century--during George Bush's presidency, an extraordinary series of international events took place that materially changed the face of the world. Now, former President Bush and his national security advisor, Brent Scowcroft, tell the story of those tumultuous years. Here are behind-the-scenes accounts of critical meetings in the White House and of summit conferences in Europe and the United States, interspersed with excerpts from Mr. Bush's diary. We are given fresh and intriguing views of world leaders such as Mikhail Gorbachev, Boris Yeltsin, Margaret Thatcher, Helmut Kohl, and François Mitterrand--and witness the importance of personal relationships in diplomacy. There is the dramatic description of how President Bush put together the alliance against Saddam Hussein in the Gulf War. There are the intensive diplomatic exchanges with Beijing following the events of Tiananmen Square, and the intricate negotiations leading up to German reunification. And there is the sometimes poignant, sometimes grim portrayal of Gorbachev's final years in power. A World Transformed is not simply a record of accomplishment; Bush and Scowcroft candidly recount how the major players sometimes disagreed over issues, and analyze what mistakes were made. This is a landmark book on the conduct of American foreign policy--and how that policy is crucial to the peace of the world. It is a fascinating inside look at great events that deepens our understanding of today's global issues.
