Book excerpt: The NCT was established to review and assess the laws, policies, regulations, directives, and practices relating to combating international terrorism directed against the U.S. and to recommend changes to improve U.S. counter-terrorism performance. The NCT conducted an evaluation of America's laws, policies, and practices for preventing and punishing terrorism directed at Amer. citizens. It concluded that although Amer. strategies and policies are on the right track, significant aspects of implementation are seriously deficient. This report does not attempt to describe all American counter-terrorism activities, but instead concentrates on problem areas and recommended changes.
