Combining technological and social perspectives, the contributors present emerging research on social innovation from different sectors such as entrepreneurship, education and energy. Collectively, the authors demonstrate the ways in which social innovation can drive sustainability and development in regions around the world. All societies are characterized by their political, economic and social institutions, as well as by how they utilize technology. The social innovations with the highest importance are those which modify existing institutions or create new ones, and based on their magnitude, they can be considered as radical or incremental. For example, when Joseph Chamberlain encouraged workers to organize in order to achieve universal male suffrage in Great Britain in 1885, this was a considered a radical innovation for British society, which in turn changed its political framework. Social innovations may be based on intelligence and commitment, on technology or on social entrepreneurship in its most open forms. In addition, social innovations can be classified into those which correspond to an entire country or region, a field (e.g., education) or a sector (e.g., entrepreneurship, technology, social reform). Both in academic research and policy circles, the concept of National Innovation Systems has represented a significant approach to industrial policy, research and development, and innovation. This book will review the development and implementation of this approach, and its strengths and weakness by considering the experience of Finland, widely regarded as a model of the information society, high-quality equal education, and systemic innovation policy amongst the Nordic welfare states, which themselves have increasingly topped the lists in national competitiveness. The first part of the book analyzes the foundations, emergence, and development of the National Innovation System approach and its adoption in Finnish science and technology policy throughout the 1990s and 2000s. In the second part of the book an alternative viewpoint to innovation and welfare policy is outlined, based on the idea of capability cultivating institutions as a key foundation, both for national welfare and competitiveness. The development of the Finnish comprehensive school and its special education system is studied in order to clarify the nature of institutional change and learning, and the conditions of governing and developing the enabling services. The concept of an enabling welfare state is developed to answer the challenges of the Nordic model of welfare in a globalizing knowledge-driven economy.

Book excerpt: A central question in the debate on justice in immigration is whether immigrants have a right to stay; this book argues that liberal-democratic receiving states should also grant migrants a right not to stay. This claim runs against the presumption that migrants always desire to move on a permanent basis and intend to forge a completely new life in the country of destination. From this perspective, temporary migration is always a second-best option for migrants, engendered by the closed and often punitive migration policies of receiving countries. This book's innovative focus on the right not to stay is prompted instead by the realization that increasing numbers of migrants throughout the world conceive and plan their migratory experience as circumscribed in time and instrumental to goals and projects that they will pursue once back in their country of origin. These temporary migration projects are worthy of being accommodated by the receiving states as much as the migratory plans of those who resolve or aim to immigrate on a permanent basis. Accommodating them entails setting up the appropriate welfare measures and programs in the host country and, through bi-lateral agreements, in the country of return. This is especially important in view of the fact that very often the migrants who engage in temporary migration projects find themselves in a condition of high vulnerability and risk. The "right not to stay" advocated in this book is a positive and substantive right to see one's project of temporary migration-and-return protected and accommodated by institutions.
