Book excerpt: Though we are still within the first century of powered flight, air power has already become the dominant form of military power projection in the modern world. The doctrinal underpinnings of air power thought are traditionally ascribed to the three great theorists of air power application: Douhet, Trenchard, and Mitchell. Since WWII, the air power community has not often explored the doctrinal implications of air power development. Lord Tedder's lectures at Cambridge, and the writings of Air Vice Marshal R.A. Mason, and Colonel John A. Warden III constitute notable exceptions. Now comes Colonel Phillip Meilinger, who has posited a group of provocative propositions that will instill an appreciation for air power for those who seek to understand it and challenge the assumptions of those who do not yet appreciate what it offers. This book has been deliberately designed in a small format so that it can be readily carried in the pocket of a flight suit or a BDU. Readers are encouraged to discuss these propositions and, if so moved, to communicate directly with Colonel Meilinger via the School of Advanced Airpower Studies, Maxwell AFB, Alabama. The 10 propositions are as follows: (1) Whoever controls the air generally controls the surface; (2) Air Power is an inherently strategic force; (3) Air Power is primarily an offensive weapon; (4) In essence, Air Power is targeting, targeting is intelligence, and intelligence is analyzing the effects of air operations; (5) Air Power produces physical and psychological shock by dominating the fourth dimension -- time; (6) Air Power can conduct parallel operations at all levels of war, simultaneously; (7) Precision air weapons have redefined the meaning of mass; (8) Air Power's unique characteristics necessitate that it be centrally controlled by airmen; (9) Technology and air power are integrally and synergistically related; and (10) Air Power includes not only military assets, but an aerospace industry and commercial aviation.

Douhet, together with Hugh “Boom” Trenchard of Great Britain and William “Billy” Mitchell of the United States, is justly recognized as one of the three great spokesmen of the early air power era. This reprint is offered in the spirit of continuing the dialogue that Douhet himself so perceptively began with the first edition of this book, published in 1921. Readers may well find much that they disagree with in this book, but also much that is of enduring value. The vital necessity of Douhet’s central vision-that command of the air is all important in modern warfare-has been proven throughout the history of wars in this century, from the fighting over the Somme to the air war over Kuwait and Iraq.

Meilinger's approach, in "Ten Propositions Regarding Air Power," of citing each proposition as a thesis statement, with supporting material immediately following. The objective of this work is to stimulate discussions and encourage those who do not yet understand or appreciate the nature of spacepower in modern warfare.

If the former, then one can see airpower as a revolutionary leap along the continuum of war; but if the latter, then airpower is simply another weapon that joins the arsenal along with the rifle, machine gun, tank, submarine, and radio. This book implicitly assumes that airpower has brought about a revolution in war. It has altered virtually all aspects of war: how it is fought, by whom, against whom, and with what weapons. Flowing from those factors have been changes in training, organization, administration, command and control, and doctrine. War has been fundamentally transformed by the advent of the airplane.

Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.

Book excerpt: About six years ago, when Air Force Manual (AFM) 1-1, Basic Aerospace Doctrine of the United States Air Force, was being rewritten, Lt Gen Michael Dugan, deputy chief of staff for plans and operations, proposed an unusual idea. Doctrine manuals were fine, but he wanted something brief and succinct-something that encapsulated the essence of airpower. His ultimate goal: to produce a list of principles or rules of airpower so succinct they would fit on a wallet-sized card that airmen could carry in a pocket. My first reaction was one of skepticism. As a historian, I had been taught to eschew simple solutions, formulas, models, and similar gimmicks that attempted to deal with complex problems. Yet, as one observer phrased it, "The consistency of the principles of war indicates that despite the doubts expressed by military theoreticians concerning their validity, they satisfy a deep need in military thinking." Such a "need" encompasses the psychological search for guidelines when in chaos, the tendency to apply scientific concepts of cause and effect to daily activities, and the desire for an understandable system of beliefs to use as an educational tool for young officers.
